    FIRE OFFICER DEVELOPMENT

     

    This is the first course in the Fire Officer series, addressing the Fire Officer I job performance requirements of NFPA 1021, Standard for Fire Officer Professional Qualifications.  Topics include assuming the role of company officer, leadership, supervision and management, fire department communications, the company officer's role in safety, emergency response and size-up, strategy & tactics for single company operations and incident management.

    The effective coordination of emergency response groups (fire & law enforcement), government officials, private industry specialists and media representatives are a vital function of an emergency incident commander.  Learning how to structure an effective incident command system that can be utilized for any type or size of emergency, ranging from a minor incident involving a single unit to a major emergency involving several agencies and other jurisdictions, is the main focus of this course.  This course is the equivalent training to FEMA ICS 100 and 200.

    This is an introductory course to acquaint students with the use of the command board.  This model mock-up of Suffolk County, located in a dedicated classroom at the Academy, depicts the following areas: residential, commercial, industrial, airport, and farm.

     

    The Command Board adds a new dimension to Fire Officers Training and Hazardous Materials programs.  The limitation of this board is only in the mind of the user.

    FIRE INSTRUCTOR DEVELOPMENT

     

    This is an introductory course for individuals who will be conducting training at the company level.  Topics include: qualities of a good instructor, job performance requirements, components of a lesson plan, cognitive and psychomotor lesson plans, dealing with adult learners, meeting individual learning needs, factors that affect learning, the instructor's role in safety, new technologies in course delivery, and learning characteristics of different generations.

    This is an upper level course designed for the experienced firefighter, fire instructor candidate, fire officer candidate, or other individual who will be delivering instruction within a fire service organization.  In addition to the basic knowledge, skills and abilities required for new instructors, this course prepares the candidate to meet the Instructor I job performance requirements as defined in NFPA 1041 "Fire Service Instructor Professional Qualifications", including delivering instruction from a prepared lesson plan, instructional aids and evaluation instruments, adapting lesson plans, organizing the learning environment and meeting record-keeping requirements.

     

    There is a length pre-course reading assignment and students complete a pre-test, final exam and three presentations during the course.  Course includes homework and independent study.

     FIRE SUPPRESSION

     

    The purpose and intent of this course is to provide the student with basic understanding of the requirements of NFPA 1403 Standard on Live Fire Training Evolutions.  It is intended that the student be provided with an introduction to the necessary knowledge and tools to properly prepare and conduct live fire-training evolutions.  This program provides an in-depth analysis of NFPA 1403, addressing evolutions at traditional county or town training centers, gas fired training buildings and exterior props, vehicles fire and acquired structures for exterior Class B fires.

    As the initial entry program for firefighting personnel, Firefighter I introduces firefighting concepts, practices and techniques necessary for success within the fire service.  Based on the Firefighter Level 1 objectives from NFPA Standard 1001, this course develops knowledge, skills and abilities based on performance criteria for the following topics: fire department organization, firefighter safety, fire behavior, personal protective equipment, self-contained breathing apparatus, fire extinguishers, building searches, forcible entry, ground ladders, ventilation, hose practices, fire streams and loss control. This course consists of an addition 8 hands on performance sessions that cover the following: maze; SCBA emergencies, tools, knots and victim removal, ladders, hose handling, smoke discipline, fire extinguishers and vehicle fires.

    This course includes 3 CPR sessions that may be taken outside the Fire Academy and Hazardous Materials Operation. CPR is offered at the Academy on a monthly basis.  A final exam concludes the program after all classroom and hands on sessions have been completed.  The entire program must be completed within two years.

     

    NOTE:  Prior to taking hands-on sessions, probationary firefighters must be certified by the Chief of their Department in the following areas:  1) qualified on the Department’s SCBA equipment and 2) is physically and medically fit to undertake the training and passed the Department’s required physical exam.

    Designed as the last step for interior structural firefighters, Firefighter II is based on objectives from NFPA Standard 1001, Firefighter Level II.  This course consists of performance criteria in: incident command implementation, building materials and collapse, special rescue, hydrant flow and operability, hose tools, foam operations, flammable liquid/gases, detection, alarm systems, fire cause and origin, fire department communications, pre-fire planning, special situations, strategy and tactics.

    Due to an ever-growing security conscious society, today’s firefighters will confront a variety of problems in gaining access to structures in emergency incidents.  This program covers the common forcible entry tools and specialized tools used in the fire service.  In the course, a variety of locks, locking mechanisms and security devices will be demonstrated and reviewed.  First session can be given at Fire Department.  The second session is held at the Fire Academy and will be all hands-on.  The students will be using their Department equipment.  Full turnout gear is required for all.  Class size limited to 16 students.  All students will be evaluated during the hands on and must successfully complete each task.

    Designed to follow the NFPA 1002 Fire Apparatus Driver/Operator professional Qualifications. This course provides the student with knowledge necessary to operate, inspect and maintain aerial devices.  Course content includes emergency vehicle operations review, classification and typing, vehicle inspection, operation of various types of aerial devices including platforms and ladders; proper location of placement and set-up at an incident, including driving, spotting and stabilizing.

    Offers knowledge and skills essential to pump operation.  Based on objectives from NFPA Fire Apparatus Driver / Operator, this course includes responsibilities of pump operators, hydraulics and friction loss, pump controls and accessories, fire streams, pumper practices, pumping from draft and pump evolutions, and using the fire pump at the hydrant.     Topics covered in this course include an overview of Ladder Company functions at private dwelling fires and at commercial buildings, and introduction to basic aerial devices and the proper use of them at various types of occupancies.  Hands-on practice at the Fire Academy will give the student insight into the proper placement and operations.     Based on Chief John Salka’s “Get Out Alive” program, this course is designed for self-rescue.  Course content will enable firefighters to recognize the types of events encountered on the fire ground that contribute to firefighters disorientation and/or entrapment, to have knowledge of what is necessary to ensure their safety and that of their partners or crew members, and perform self-rescue techniques when disoriented, separated, or when needing to exit a structure in a emergency.  This course requires students to perform a number of practical evolutions with self-contained breathing apparatus (SCBA).

    The firefighter as a member of a RIT/FAST operation will identify the tools and staffing requirements for RIT/FAST operation, develop a rescue plan for a missing, lost, or trapped firefighter; demonstrate rope search techniques, and demonstrate removing a firefighter/victim up a stairwell, up or down through a hole in a floor/roof, moving a downed firefighter out a window, and lowering a firefighter down a ladder.  This course requires students to perform a number of practical evolutions with self-contained breathing apparatus (SCBA).

    This course will include an overview of the safety features and limitations of the department's SCBA's Warning Devices, Emergency Bypass Operation, Medical Signs and Symptoms limiting the effective use of SCBA; review and demonstrate required emergency operations when an SCBA fails, review and demonstrate Required Emergency Operations related to self-rescue situations (reduced profile, quick escape, swim maneuver, etc.); review and demonstrate communications with facepiece in place including communications associated  with SCBA emergencies (May Day Transmissions); review and demonstrate Emergency techniques using an SCBA to assist other members (RIC/UAC & EBSS)

     

    Course consists of two sessions; one department specific session (3 hour) at the Firehouse and one field session (approximately 6 hours) at the Fire Academy, which will include Mask Confidence (Self Rescue) Evolutions, RIC/UAC Evolutions, Locate and Don SCBA in simulated IDLH environment and Advanced Search Techniques with SCBA donned.  Please note that the evolutions conducted during the field session are considered physically demanding.  Only those firefighters who are medically qualified as interior firefighters and are adequately physically fit will successfully complete the course.  Students who fail to complete any evolutions (due to lack of demonstrated skill or stamina) will not pass.

    Prepares emergency responders to effectively and safely respond to and stabilize hazardous materials incidents from a defensive position. This course meets the training requirements of OSHA 1910.120 for the first responder, both at awareness and operations levels.  It includes recognizing and identifying hazardous materials, classifications and the hazards of each class, transport vehicles and associated hazards, planning for incidents, personal protective equipment and its limitations, confinement methods and decontamination procedures.  This course is also contained in the Firefighter I program.

     This course provides training to review and refresh the competencies covered in OSHA 1910.120. This program provides a review of the nine classes of materials, use of the US DOT Emergency Response Guidebook, principles of containment, confinement and extinguishment within the scope of duties of the first responder at Operations Level.  This

    This program covers the definition of flammable liquids, the hazards of these liquids and properties.  The session presents the proper strategies and tactics that are used in the suppression of flammable liquid fires.  This training class should be considered prior to attending hands on training at the Fire Academy complex.  This class can also serve to assist in meeting the requirements set forth by OSHA 1910.120.

    The program is designed to address the hazards, properties and uses of LP gas along with the operations prescribed for handling emergency situations.  Strategies and tactics used in response to incidents are reviewed.  Typical storage methods for the product are reviewed as well as detailed descriptions of various transport vehicles in use.  Common layouts of fixed facilities, both manufacturing and dispensing are discussed.  Case histories are presented for analysis and discussion.

    This training course is conducted in two stages.  The first session delivered at the local fire station covers the properties of natural gas, characteristics and emergency response procedures for Fire Departments.  The second session is conducted at the Fire Academy

    Provides information and skills to adequately perform basic vertical rope rescue techniques in an urban/suburban environment.  The objective of this program is to improve rescuer awareness of the safety concerns at rope rescue situations and to develop basic skills in rappelling and high-angle rescue systems.  Topics include safety orientation, risk assessment, equipment, basic rappelling and ascending, anchoring, belaying, mechanical advantage, patient packaging, incident management, skills evaluation and testing.

    Provides information and skills to perform advanced vertical rope rescue techniques in an urban/suburban environment. The overall objective is to improve rescuer awareness of the safety concerns at rope rescue situations and to develop advanced skills in the high angle rescue techniques and systems. Topics include ascending, pickoffs, in-line transfer, knot passing, team operations, advanced litter packaging, rigging and lowering as well as horizontal and high/low tensioned systems. This program also includes written testing as well as skills evaluation.

    The LIRR receives a written request from a Fire Department or Rescue Squad requesting this training.  At the first session a LIRR training specialist is assigned and will cover the following topics, command and control, how to operate safely around high voltage equipment, isolation procedures, emergency access to the passenger cars, hazardous materials transported via rail and how to contact the LIRR.  At the second session, the Suffolk County Fire Academy with the cooperation          of the Nassau County Fire Academy provides hands-on training for all Nassau and Suffolk County Emergency responders.  Familiarization of the two car mock up at the Nassau County Fire Academy and a review of the LIRR firehouse training precedes several scenarios and hands-on application of skills.

    This course is delivered primarily at the local fire station.  There is a maximum of 16 students for the hands-on sessions.  The host Department is required to designate a course facilitator who is responsible for coordinating with the Fire Academy Instructor, insuring that all equipment and training resources are available.  Attendance at lectures must precede all hands-on classes.  The following topics are covered: elevator emergencies (Department must have access to an elevator), meters, their proper use and understanding of their readings, heavy rigging (Department must have a winch, grip hoist, air bags), thermal imaging camera (Department must have), advanced extrication on buses and trucks and auto extrication.  There is a written final and skill evaluation done.

    This course trains fire police to perform their duties more effectively.  It includes defining and interpreting terms, oath of office, relation to regular police officers, general duties, maintaining safe conditions at an emergency, traffic direction and control, pre-planning and various laws of interest to the fire service.    It consists of six sessions, five three-hour lecture sessions and the last session, which is held at the Fire Academy, is a six-hour session that consists of hands-on skills testing and a written final exam.

    This program is intended to assist the employer in addressing the OSHA training requirements in 29CFR 1910-157, which briefly states that if an employer is going to permit an employee to fight a fire of any size, the employer must make sure that the employee knows everything necessary to ensure their safety.  Students will be trained how to safely face a fire situation and how to choose an appropriate extinguisher.  They will be trained in extinguisher identification, the purpose of each extinguisher and the practical use of the extinguishers they will encounter.

    The following NAUI and/or PADI courses if instruction are offered for Districts/Departments who have an organized SCUBA team or who desire to obtain training for firefighters who will become part of an organized team.

    Only firefighters covered under the Volunteer Fireman’s Benefit Law are allowed to enroll in these courses.
